The Housing Element of the Portola Valley General Plan calls for the Town to encourage the construction of second units. Second units are a key way for the Town to accommodate new housing while still preserving the rural character of the community. In order to better assist residents considering building a second unit on their property, this detailed Second Unit Manual has been created that provides information about Town requirements, review and permit processes, and ideas for designing, building, and renting a second unit.
